The memorial to those who died in World War II was created in 1991, the authors – the sculptor Syroezhkin and the architect Poltoratsky. It is located on one of the central squares of the city – Rudchenko Square. The square was named in honor of the Soviet Major General Rudchenko, therefore it is not surprising that this place was chosen for the memory of soldiers and civilians.
The composition memorial consists of several elements: two stelae with the inscriptions "1941" and "1945", a monument to the motherland and the T-34 tank.
